History and origin of National Open University of Nigeria (NOUN)

Mega organizations you see around has an origin and inception. There is also a reason why they exist. The National
Open University is not excluded because the idea of an Open University for Nigeria was first talked about by the
National Universities Commission (NUC), which is the the Nigerian government regulatory agency for all universities,
in 1976. The NUC, then headed by Prof. Jubril Aminu as the Executive Secretary (1975-1979) sent a Memo to the
Federal Military Government suggesting that an autonomous Open University be established for Nigeria during the
Fourth National Development Plan (1981-1985). This was accepted by the Federal Government and subsequently, the
idea made its appearance in the National Policy on Education in 1977.

The National Open University of Nigeria (NOUN) is a federal open and distance learning (ODL) institution,
what this means is that its students can learn from the comfort of their home or anywhere provided they have
internet access. Noun University is the first of its kind in the West African sub-region. It is Nigeria's
largest tertiary institution in terms of student number and is popularly referred to as NOUN.

The first inception of the Noun University was on 22nd July 1983 as opportunity for open and distance learning in Nigeria.
It was suspended by the government on 25 April 1984. However, the former President of Nigeria, Gen. Olusegun
Obasanjo decided to revive it. It is interesting to note that at the very take off of the Noun university,
pioneer student enrollment was about 32,400.

It is eminent that The National Open University of Nigeria (NOUN) as we have it today has become a leading Open
Distance Learning (ODL) institution in Africa providing functional, flexible, accessible and cost-effective
education for all who seek knowledge. It currently has 78 Study Centres spread across the six geo-political zones

Where is Noun University located?

It is note worthy that the National Open University of Nigeria (NOUN) for years operated from its administrative
headquarters which was in Victoria Island then, Later, vice chancellor Professor Abdalla Uba Adamu, moved it to its
permanent headquarters in Jabi, Abuja, in 2016. The Noun University has over 115 study centres throughout the country.
Meaning they are all spread across the geopolitical zones of Nigeria. It offers over 122 programmes and 750 courses.

By its nature as an ODL institution, NOUN does not provide lectures to students in normal classrooms except some
certain study centres. The study centre in Lagos for instance provides lectures to all the law undergraduates and
supplies course materials to all students after the payment of tuition fees. All courses offered by the university
are accredited by the National Universities Commission (NUC). Some of Noun University study centres can be found in
the six geopolitical zones of Nigeria which include North-Central, North-West, North-East, South-South, South-East,
South-West.

- Due to the special features of Open Distance Learning (ODL), NOUN would ensure provision of learner support
services through the use of study centres at various locations in the country - Noun University encourages the use of appropriate multi-media technologies to achieve delivery of instructions
- You do not need to write Unified Tertiary Matriculation Examination (UTME) before you are given admission to study any programme of your choice. Although other necessary O-level certificates are required
- Most importantly, studying in Noun University ensures, programmes are tailored to make learning accessible,
flexible and available for you, at all times, in any place and at your pace

Does Noun University go on strike?

The Act of Parliament which established the National Open University of Nigeria prohibits any form of union for
staff or for students This means that the organization of Student Union Government (SUG) and Academic Staff Union
of University (ASUU) is not functional in the University. This Measures has made the university unaffected by strikes
Recent industrial action by ASUU (which lasted for eight months), affected the regular University in Nigeria while
the Noun university was not affected

Can Noun students now go for NYSC?

Over the years, The ineligibility of Noun students pertaking in the National Youth Service Corps (NYSC) scheme lies
in National University Commission (NUC) regulations, which bar individuals enrolled in part-time studies from
participating in the NYSC. This is because the NUC believes Noun university programmes are earned on a part times
basis.

In 2018, the Nigerian Senate passed a bill to grant NOUN graduates the opportunity to participate in the NYSC
scheme and enroll in the Nigerian Law School. This legislative action marked a significant breakthrough toward integrating
NOUN graduates into national service programs, hinting at a potential shift in policy to accommodate NOUN's unique

Recently, President Bola Tinubu has directed the Ministry of Education to include graduates of the National Open University
in the National Youth Service Corps scheme. Tinubu also resolved the longstanding admittance of NOUN Law graduates
to participate in Law School in the country for equal opportunities. He made the disclosure during his presentation
at the 13th convocation ceremony of NOUN on Saturday, at the university's Convocation Arena, Jabi, Abuja.
